- Father Kim Hae-il arrives at the church in Gudam district where he is greeted warmly by his old friend, Father Lee, a loving, pacific and unselfish man. Hae-il's temper is too close to the surface, and when anxious he snarls at the junior priest, Father Han, and the chief nun, Sister Sarah. Asked by Father Lee to preach, he angrily throws a young man out of the service for eating bread, and warns them that he won't hear their confessions until they apologize to the ones they have wronged. Prosecutor Park Kyeong-seon, who is a parishioner, is offended by this, but also quite attracted to Father Kim.
Meanwhile, Jeong Dong-ja, the Gudam district executive, who poses as a paragon of culture and good management but is actually part of a crooked cartel, orders Hwang Cheol-beom, CEO of a trading company, to hurry up about acquiring the land for a history museum. Mr. Hwang, with hoodlums in tow, does this by savagely beating up the landowner. He has also been trying to get Father Lee to let him take over the church's orphanage, first by having his hoodlums harass the priests and nuns, then by trying to bribe Father Lee outright. He is unsuccessful.
There is a groundbreaking ceremony for the Gudam History Museum. Rookie detective Gu Dae-yeong is told to ignore his other duties and go there for political reasons. But the dignitaries are interrupted by a crowd of protestors, who denounce Mr. Hwang for illegally acquiring the land. The police commander, also on the dais, orders his officers to leave the scene so Hwang's hoodlums can have a clear hand in beating the protestors up. Father Lee has asked Hae-il to avoid trouble, but when he happens upon all this, it is just too hard to stay uninvolved.
