- Seina is a lovesick high school student with the worst luck imaginable. Every step he takes is a disaster waiting to happen, but a chance encounter with a beautiful space babe is about to change his life forever!
- 15-year-old Seina Yamada is heading home from school as a dark cloud follows him. His family's store, which is bustling with customers, also finds itself suddenly empty. When Seina arrives home, he gets tangled up in the store's awning.
Seina changes out of his school uniform but has trouble buttoning his shirt. As he hurries downstairs, he trips and falls down the stairs. He gets on his bike and rides to his friend Kai's house, but along the way a part falls off his bike and several people he passes along the way have varying types of bad luck. To save time, he takes a shortcut, only to get a flat tire. He goes to a nearby lake to get water, noticing his cousin Tenchi Masaki's house on the other side.
Suddenly Seina sees the lake and the water in his bucket ripple briefly, but sees nothing. He dismisses it as being his imagination, but when he turns to go back to his bike he hears a piercing sound that causes him to cover his ears. Meanwhile, the water in the lake behind him explodes into a tsunami that pulls him under water, where he blacks out.
When Seina comes to, he sees an attractive woman standing over him. Mistaking Seina for one of Tenchi's trainees, the woman tells him that the "GP" can use him. Puzzled, Seina asks what "GP" is, and the woman hands him a transparent pamphlet with the words "Galaxy Police" on it. She also hands him an envelope, which she asks him to give to Tenchi, and asks Seina for his name. Seina gives it, then asks her her name. She says she's Amane Kaunaq before leaving.
Seina leaves the envelope for Tenchi with a note before heading to Kai's house. Along the way, he has an accident with his bicycle that leaves him with cuts and bruises and all but destroying his bicycle, but leaving its basket and the pamphlet intact. When he gets to Kai's house, he sees Kai's sister Kiriko outside and greets her. Kiriko invites him inside and tends to his wounds while Kai offers to fix his bicycle.
Kai suggests that Seina take a bath. Seina politely refuses. Kiriko points out that Seina has lipstick on his mouth and playfully ribs him as he tries to get it off. Kai also needles Seina about the lipstick, but brushes off Seina's explanation about what happened. Seina takes his bath, daydreaming about Amane when he lathers up his face to clean off the lipstick. Kiriko interrupts Seina's bath, causing him to swallow the soap. Kiriko calls Kai for help.
Later, as Seina prepares to leave Kai's house with his rebuilt bicycle, along with a cake that Kiriko made for him, he tries to explain about the lipstick, but Kai cuts him off. On the way home, he looks at the pamphlet again and a reflection off the pamphlet catches his eye. Looking up, he sees a woman flying and freaks out.
At the house, Seina shows the pamphlet to his parents and younger sister. Seina's mom says that the pamphlet appears to contain an application of some sort and suggests he fill it out, thinking it a contest entry. Daydreaming again about Amane, Seina suddenly finds that his mom and sister had him fill out the application. With Seina's thumbprint the only thing missing from the application, Seina's mom and sister manage to get it despite Seina's attempts to resist.
As Seina heads upstairs to his room, he thinks that if he shows Kiriko the pamphlet, she might understand. He falls asleep, then wakes up with a start to find a woman who appears to be fascinated with his hair. Seina wonders if he's dreaming, but a man enters, greets him, and congratulates him on entering the GP Academy. Puzzled, Seina asks what he's doing there, and the man shows him the completed application.
Seina protests, saying it's a school day and he can't miss class. The man tells him that his family has already given their consent, and to prove it plays a video recording of them telling him goodbye, wishing him luck, and eating the cake before they leave. Upset, Seina says he's going back home, but the man explains that "GP" stands for "Galaxy Police." Realizing he's on a spaceship in outer space, Seina says to himself that this could be fun.
