The Dickenson family names (Fagan, Bill, and Dodger) are all characters from Charles Dickens's novel "Oliver Twist" - Fagin, Bill Sikes, and The Artful Dodger. The characters in the novel are associated with a juvenile criminal gang, not unlike Dodger's gang on the show.
Cheryl calls Penelope "Mother Most Foul", a play on "murder most foul", a quotation from William Shakespeare's "Hamlet" and also the title of a film starring Margaret Rutherford as Agatha Christie's crime-solving Miss Marple (Murder Most Foul (1964)).
