STA-21: Seaman to Admiral 21st century Program, one of the Navy's commissioning programs, similar to Officer Candidate School (OCS). It was designed in 1994 to give active duty enlisted sailors that show a high amount of skill the ability to get a college degree and become a commissioned officer; the main difference between this program and previous OCS programs was that the STA-21 program paid for the sailors college tuition, previous programs required them to pay their own way. It is a highly competitive program, less than 25% of applicants are selected into the program. In 2020 former enlisted SEAL Matthew J. Burns was promoted to the rank of Rear Admiral (Lower Half), making him the first sailor commissioned from the Seaman to Admiral Program to achieve the rank of admiral.
