- The President broadcasts to the nation, saying that one week ago Gotham City hit the point of no return. Harley and her crew watch as the President declares that when the Joker Tower crashed to the ground, it triggered an earthquake that leveled Gotham. He declares that Gotham is beyond saving and no longer part of the U.S. Harley is thrilled: the rest of her crew, not so much.
Three weeks later, chaos reigns in the streets of Gotham. Harley drives her hyenas towing her Joker sled through the streets to the mall, and reveals that she brought a Sushi chef, Takashi. As the others take Takashi away, Harley asks Ivy if she's jazzed about sushi. Ivy suggests that Harley wrap "the party" up, and Gotham is there for Harley's taking. Harley would rather have the chaos, and Ivy tells her that she should take charge. Sy is thrilled as well with the chaos, figuring it's like Vietnam after the U.S. pulled out.
Two of Penguin's goons run in and order them out of their boss' turf because he called dibs on it. Harley points out that the city is in ruins and there are no "dibs", and it's a post-dibs world. Sy is thrilled as well with the chaos, figuring it's like Vietnam after the U.S. pulled out. Harley tells him to stop with the flashbacks, and tells the goons to go back to Penguin and tell him to screw himself. King Shark bites one of the goon's head off and asks Takashi to incorporate the body into his sushi. Ivy warns that all of Gotham's criminals will keep sending goons unless Harley takes control, and Two-Face's goons come in and say that they're on their boss' turf.
Harley barges into Noonan's bar and tells the goons there that the Justice League, the Legion of Doom, and Joker are gone. She asks the goons why they continue working for their bosses when they've never done anything for them. Harley says that everyone should be their own villain, and tells the goons that they should all grab their own power. The goons promptly riot and Harley leads them out.
Two-Face and two of his goons rob a bank, but the goons rob Two-Face instead. The shift manager tells them the bank was robbed 15 minutes ago by "Penguin Lite". Riddler goes on the air to riddle the citizens, but his goon Craig interrupts with his own broadcast to declare himself Inquisitor and says that Riddler isn't his boss. Harley cuts in live from Penguin's casino to break open a slot machine and invite everyone to get the money.
Penguin, Two-Face, Riddler, Bane, and Mr. Freeze gather at Penguin's Iceberg Lounge. Bane can't get the coffee machine to work without goons, and Penguin warns that Harley's goon rebellion is destroying their way of life. Riddler gets the coffee machine to work, and admits that they need goons. Mr. Freeze admits that he's financing a cure for his wife through organized crime, and Penguin notes that they can't organize crime if Harley is leading an insurrection.
Gordon is at the Bat Signal, drinking and waiting for Batman to show. Batman doesn't, and Robin arrives wearing a Batman costume. Gordon immediately realizes from Robin's height who he is, and tells Robin to leave. Robin says that Batman is missing since Joker Tower fell, and Gordon insists that they need Batman. The ex-sidekick says that Gotham needs Batman so he's ready to take up the mantle. Gordon throws a bottle of Scotch at Robin, takes a drink, and wonders where Batman is. ' Harley brings Takashi the last fresh finger in Gotham, and Ivy tells her that now there are thousands of crooks trying to run Gotham. One of Harley's hyenas delivers an invitation from the crime bosses to Harley, inviting her to the inaugural meeting of the Injustice League. Harley goes to the Lounge and Penguin tells her that they're the Injustice League. They insists that there has to be a hierarchy of super-villains, sidekicks, goons who went to Harvard, and goons. Harley figures that it's a chance to do something new, and Penguin shows her their new map of the five of them dividing up the city into territories. Harley has a small island off the coast, and she says that she's not interested. She says that she took out Joker so she makes the rules, and Mr. Freeze freezes Harley in a giant block of ice.
The super-villains taunt Harley through the ice, dismissing her as a sad pathetic clown.
At the police station, Gordon tries to rally his officers, including Officer Cheryl. They cheer Gordon's speech, just as Two-Face and some of his goons barge in and the super-villains says that he's taking over the police department. When Gordon refuses, the goons shoots two of the officers in their groins. The other officers run off, and Two-Face flips a coin to see if Gordon lives or dies. Gordon interrupts him to draw his gun, fire wildly, and run out. He says that he'll be back and bringing Batman with him.
Gordon drives through Gotham in a van, shining the Bat Signal from the roof. Three masked thugs stop him and smash the Bat Signal, and surround Gordon when he tries to run. they remove their masks to reveal that they're Cheryl and two of the other officers, and Cheryl tells him that they work for Bane now. The Bat Signal shuts down, and Gordon looks at his badge and breaks into tears. He then throws the badge into the harbor and it sinks out of sight.
Penguin goes to his Lounge and the staff cheer him. He takes an elevator to his casino, where the frozen Harley is the main display. Clayface, disguised as a waiter, serves Penguin champagne and then notifies the rest of the disguised crew that Penguin has taken the bait. Penguin takes the stage and tells his customers that they've put down the goon rebellion and divvied up the city, and people are thanking for it.
Sy releases smoke from his wheelchair and the others tell Sy to stall. Disguised as the pianist, Sy starts playing 'Happy Birthday' to Penguin even though it isn't Penguin's birthday. Psycho, Ivy, Clayface, and King Shark steal Harley's ice block, while Penguin realizes that it's not his birthday. He blows away the smoke with an umbrella fan and realizes that Harley is gone. The crew slams the ice into a goon, killing him and cracking the ice. Harley comes back to life but only from the head and the crew fight their way out while Sy uses his cyborg arm's finger flame thrower to free Harley's arms.
The crew lets go of Harley and she slides to a halt in front of Penguin, her legs and body still trapped in the ice. He says that she's a mistake, not a goon with a name, and prepares to kill her with a blade from his umbrella. Harley bites Penguin' nose, and when her block falls over it shatters. She swings her bat at Penguin but misses, breaking her bat. Penguin uses his umbrella grenade launch and Harley avoids his attack. She taunts him from the smoke, saying he should have killed her when he had the chance, and then shoves a knife into Penguin's throat.
The crew break in and Harley warns them that it's about to get more yikes, and pulls out the knife. She then suggests that they got coffee.
Jim sits in his bedroom and tells his sleeping wife Barbara that he overreacted. He's going to get his badge back and set up their apartment as the new GCPD headquarters. Gordon will deputize Barbara and they'll fight crime together, and she says that she wants a divorce. Her husband realizes that it's all hopeless and wonders where Batman is.
At Noonan's, Harley is shocked that the goons went back to their bosses once she was frozen. Ivy tells her that Hartley has been iced for two months, and they've been trying to break Harley out the whole time because they never realized how much they relied on her leadership. They got desperate enough to try Clayface's plan, which worked. Ivy takes Harley to the roof and tells her that the Injustice League carved up the city and call it New New Gotham. Harley admits that Ivy was right and she should have taken control from the start, and is going to take down Riddler, Two-Face, Bane, and Mr. Freeze.
At a field medic tent, a male nurse removes the bandages from a patient they pulled out of the Joker Tower rubble. It's an unconscious Bruce Wayne.
