Plot progression is very uneven

I cannot pin down the reason but there is something which does not mesh with this episode. Its certainly better than the previous episode, but seems to be covering a lot of ground to move only a few millimetres forward in the primary arch. In summery the plot progression is very uneven. My guess is this is a fan-boy series which has as its objective the reassembly of section 9 and little else. The result is we are not getting adequate story arcs in an episode. There is a lot of time wasting in some parts of the episode, and incredible rushing in others. This could be the result of the Netflix format, which I must admit I do not enjoy. Binge watching can rely on extending a single episodes worth of content over many episodes, thus there is little requirement to make a single episode self-contained. This episode was acceptable, but not great. It was an improvement over the previous and I hope it improves further. The is a lot of Kusanagi fan-boy min-arcs which are very good, I never tire of watching Kusanagi in action, both physical and verbal. I just wish they would stop touching knuckles, it looks odd.
