Director Erik Van Looy had been working on "Dossier K." for five years since The Memory of a Killer (2003), and was slated to return as director. He had to leave the project eventually because he had signed a contract for several years with a Belgian television production company, and his schedule didn't allow him to spend a year working on the movie. He retained a writer credit, though.
The Albanian scenes were shot in the Pyrenees, Spain.
The movie's production schedule was postponed to enable Werner De Smedt (Verstuyft) and Hilde De Baerdemaeker (Linda de Leenheer) to return to their roles, and avoid a scheduling conflict with their series LouisLouise (2008).
