- The people of the Heights are affected by the building collapse, and a new hero emerges to protect them.

- 24 Hours Earlier
Kelly calls Joey to check in on him, and Joey tells Kelly that he's taking his friend to see his and his brother's new place. The Ormfell collapses due to Nyxly's magic, and Kelly sees it in the distance as it collapses.
Arriving at the rubble, Kelly helps the injured and finds an injured Joey and his friend. Orlando arrives and goes to his brother, who is stunned but not badly injured. The older brother tells Kelly that people will die by the time the rescue teams bother to come to the Heights,
Kelly takes the other three to the hospital, and Joey has trouble breathing. The doctor says that everyone near the collapsed building inhaled the dust and have the same symptoms. She says that they don't have enough breathing equipment for the injured and they're understaffed.
Councilwoman Rankin is brought in, on the phone scheduling a new City Council vote. Kelly tells her that the hospital is undersupplied, and Rankin tells her that she'll make some calls. The EMTs take Rankin to her room, and insincerely thanks Kelly for bringing her attention to the problem. Orlando comes over, and isn't surprised that Rankin said she would help and then left. He asks where Supergirl is, and Kelly goes to find her.
Kelly calls Alex at the Tower, and Alex says that it isn't a good time. When Kelly asks if the Super Friends can come, Alex says that they'll head to the Heights as soon as they get a break, but they're dealing with something and hangs up on Kelly.
The next morning, Rankin asks her doctor for an experimental drug for her respiratory issues. The doctor warns that the drug is still in trials and expensive. Rankin threatens the doctor's chief of staff with the withholding of his grants unless he brings her the drug. As the doctor leaves, Rankin's body briefly glows blue.
Kelly tries to get someone's attention, but the staff are too busy to help Joey. The news is running a piece on the giant cat, the Super Friends stopped. Kelly calls her bother and says that people don't seem to care and she just needed to vent to someone who would understand.
Rankin gets the drug and injects herself. Her assistant collapses, and Rankin's eyes glow. Other people throughout the hospital collapses, glowing with the same energy that is filling Rankin.
Kelly tells James that she feels powerless and doesn't know what she's going to do.
In Newfoundland, Florence tutors Lena in developing her magical powers. Lena gets a call about what happened in National City. Florence tells Lena to take her mothers' book and to not forget who she is.
Supergirl searches the city and then flies back to the Tower, and tells the others that there's no sign of Nyxly. Brainiac-5 suggests that they look for the wavelength of magic in Mxy, and they go to the DEO's desert finale to get more information on 5th dimensional energy. Alex says that she was going to go home and check on Kelly, but figures that Kelly has it covered.
Kelly is at home watching a newscast about the collapse and how it's affecting traffic. She calls Andrea and complains, and Andrea says that a lot of people are affected by the traffic. Kelly suggests they cover what people are going through in the Heights, but Andrea tells Kelly that the collapse isn't newsworthy.
Diggle arrives at Kelly's doorstep, and he says that James sent him. James told Diggle what was happening, and thought there was a better chance that Kelly would listen to him or James. James was worried about Kelly, and she says that the problem doesn't require a military solution and wants to make sure the people in the Heights get the help they need. Diggle points out that soldiers on the battlefield just push on, and he's there for her. Kelly tells Diggle that she couldn't help the people at the hospital, and the rest of the team have bigger things to deal with.
Smiling, Diggle tells Kelly that sometimes Oliver was good at looking at the big picture, but overlooked things. Sometimes Oliver required proof, and asks Kelly what she knows. She figures something is making the people sick, and Diggle says that they should start at the source.
Kelly and Diggle go to the ruins, and Diggle notices a glow coming from beneath a door. As they go into investigate, Rankin pulls up her in limo and tells her assistant that now they have a second chance. Rankin wants a sandwich, and her assistant glows with blue energy and passes out, and a sandwich appears in Rankin's hands. She realizes that she did it, and could use her newfound powers to rebuild the neighborhood.
When the others return to the tower, Brainiac-5 tells them that he needs real 5th dimensional elements to lock onto Nyxly. They're brought Baltorian scanners that can trace minute amounts of 5th dimensional energy, and a scanner immediately detects energy at the Ormfell.
The Super Friends go to the basement of the Ormfell, and find Kelly and Diggle. J'onn explains what happened, and Brainiac-5 figures that the magical energy imbued the dust. Brainiac-5 figures that removing the contaminated debris will cure the people almost immediately, and give them what they need to find Nyxly.
In her office, Rankin meets with another councilwoman and says that with the Ormfell gone, they can build more tech companies there. Rankin summons a bundle of money to finance the councilwoman's re-election, and says that it's just the beginning if the councilwoman votes with her.
At the hospital, Joey begins gasping for breath as the blue energy is drained out of him.
The group emerges from the Ormfell basement, and Kelly tells Supergirl that the people in the community need help. Supergirl says that once they get Mxy back, he'll put things back to the way they were and flies off. Kelly gets a call from Orlando telling her what happened. She says that she'll check in later, and then talks to Alex. Kelly says that Joey should be getting better but he isn't, and figures that they're missing something. Supergirl calls Alex and says that she and others have to get back to the Tower. Before she goes, Dreamer gives Kelly her scanner.
Kelly and Diggle go to the hospital, and Diggle uses the scanner. He picks up energy from Rankin, who is giving a press conference on the speech below. Rankins looks fine but is reading high levels of 5th dimensional energy, and Kelly figures Rankin is involved. Orlando overhears them and goes to confront Rankin.
Rankin tells the press that she's back and working for the community. Orlando comes out, and asks her if she got fancy treatment but the other people are suffering. When Rankin says that she wants to help the people, Orlando tells her that they're not the problem but the system, and the system puts them down. When Rankin's bodyguard attacks him, Kelly arrives and protects Orlando with her Guardian shield.
Rankin runs off with her remaining bodyguards, and Kelly and Diggle go after her. The bodyguards stay behind, and Kelly brushes past them and Diggle knocks them out.
Rankin teleports behind Kelly, who says that she's fine and Kelly isn't strong enough to stop her. They fight and she teleports away, but not before Kelly grabs a strand of her hair.
Kelly goes to the Tower and says that Rankins is the source of the 5th dimensional energy. She says that she needed their help, but the others didn't see the people and don't see her. Kelly angrily asks if they see what is happening, and they're supposed to fight for everyone but people that look like her are suffering. She asks where their outrage is, and tells the Super Friends might spare a moment for the people who are going to die. After Kelly storms off, Dreamer tells the others to give Kelly a minute until she's ready.
Kelly is punching a bar, and Diggle comes in and asks her what's really going on. She says that she's not one to be hopeless, and just wants to make a difference. Diggle tells her that they've been fighting against the system for centuries, and it isn't the time to walk away. He tells Kelly to use her exhaustion to fuel her fire, Diggle asks Kelly what kind of hero she's going to be, and Kelly says that she wants to protect those who are exhausted so they don't have to fight for themselves. He tells Kelly to let that guide her.
Supergirl comes in and apologizes to Kelly, who says that she has pushed down the trauma the Heights have brought on. She smiles even when it didn't feel right, and people's lives were being discarded. Kelly tells Supergirl that people need hope, and there's a whole lot of people that don't have that. Supergirl wonders how she missed it, and Kelly tells her that sometimes they miss things because it's happening to people who aren't like them. Kelly says that Supergirl and the others can help her by restoring some justice. She tells Supergirl that she's going to fight, and what matters is how they change going forward.
J'onn joins Alex on the balcony, and tells her that she most likely won't understand what Kelly is going through. He says that he could have changed his face, but the skin he wears makes him think that he doesn't really belong on Earth. J'onn points out that Kelly and James don't have the choice, and tells Alex that he knows Alex will be there for Kelly when Kelly is ready to open up... and Kelly know it as well.
Everyone gets back together, and Brainiac-5 says that he analyzed Rankin's DNA from the hair and has learned that the drug interacted with the 5th dimensional energy and turned Rankin into a siphon, draining life force from the people who were originally at the collapse. Brainiac-5 says that they can create their own siphon, draining the energy from Rankin and giving it to its owner. The process will drain all the 5th dimensional energy from the debris, so they won't be able to trace Nyxly. Supergirl says that the people are the priority, and Brainiac-5 figures that they'll have to lure Rankin out of the Heights but not too far.
Kelly says that she has stuff to do, and tells Brainiac-5 that she needs his help modifying the Guardian helmet. He agrees and shows her the schematics he's been working on and the 31st century technology he's incorporated. Kelly asks him if they're any better in the 31st century concerning discrimination and racism. Brainiac-5 says that they haven't, and there are still generational scars and more work to be done. However, he tells her that there's still time for Kelly as Guardian to make a difference, and he's always believed in her.
Rankins goes to the Ormfell, and Guardian arrives in her new costume to face her. The Super Friends arrive behind Guardian, and Rankin says that she's going to destroy the entire city and rebuild it from the ground up.
As the others go to deal with the devastation Rankin has started, Brainiac-5 gives Guardian the siphon and tells her that she needs a clear line of sight between Rankin and the people she's draining energy from.
Guardian goes to the hospital, and tells Orlando that she needs his help to get the energy back. Orlando figures she'll abandon them like the other heroes, and Guardian says that she's just asking for a start to prove that she's different. Orlando considers and then asks what she needs.
Supergirl and Rankin fight hand-to-hand, Rankin's magical letting her match the Kryptonian.
Orlando helps the people from the Heights out onto the street. Guardian gets up onto the roof above Rankin, and uses the siphon to transfer the energy back to the people. They're restored and Rankin collapse. Guardian descend to the street, and the people applaud her. Supergirl checks with the doctors and tells the people that they will recover. After the others leave, Guardian tells Orlando that she'll be there for them always and they need a new councilperson to replace Rankin, who has been arrested. Orlando says that he has to take care of Joey, but he'll think about it. Guardian smiles at several young girls, one who is pretending to be Guardian.
Later at the Tower, Diggle congratulates Kelly. He says that James would be proud of her, and advises her to be a hero for the people. Once Diggle leaves, Supergirl comes in and says that she was wrong. She apologizes, and Kelly tells her that it's the time to double down against injustice. Supergirl says that she'll do better, and Kelly tells her that the city needs somebody that will fight for the people. However, Kelly figures that she'll need help. Supergirl says that she can't either, and she's lucky to have Kelly.
Diggle leaves, telling Brainiac-5 that "worlds await".
On the spaceship, Mitch and Nyxly determine where the Courage Totem is.
Lena goes to her office and discovers that Florence sent the book to her.
That night at their apartment, Kelly bundles up her hair. She sits down to read a book on racism, but leans back and stares at the ceiling. Alex comes in and says that she may not understand or ever will, but wants to be Kelly's ally in everything. Kelly says that she is tired of fighting for something they should innately be fighting for, and can't process it all. Alex asks how she supports Kelly, and it kills her to see her in pain, and Kelly tells Alex not to push her to communicate it all, hold a space, and love her without having to understand all of her experiences. She asks Alex to hold her, and Alex does.
