In Episode 14 of the podcast "The Working Writer", Ex-Showrunner Peter Lenkov states that CBS gave him the option of firing the entire cast before re-shooting the pilot, but that he kept Lucas Till and George Eads because he saw the big potential in their big-brother-little-brother dynamic.
In the script, the main story is set in Portland. Initially, the pilot was supposed to film in Portland before production was moved to California.
