- After Maddie's involvement with the Franzen case leaves her exposed, she must testify before a grand jury to stay safe. Irving asks FBI SAC Brenner for help with Alvarez, learning something useful about Peña. The little tamale girl’s father pays Bosch a visit; his pain strengthens Bosch’s resolve to bring her killers to justice. Leonard and Norris push Billets to the brink.

A trim bearded man, Charles Kipps, gets off a private jet in LA, he unpacks his silenced guns and mask in a hotel room. He then sits close to Fowkkes at a bar and makes small talk as he sips a beer, he excuses himself, then reappears at Fowkke's home, killing the lawyer. Next he goes and carjacks Donna Sobel, forcing the judge to drive at gunpoint.
Maddie, Harry and Jimmy get ready to go to the courthouse, they can use the judge's entrance. Maddie gives up her gun. Edgar follows from a distance.
Irving meets the local FBI head, they have a big op coming against the Las Palmas 13, Mickey Peña is an Informant and will get witness protection. Irving is upset but accepts the "greater good".
Lt Billets is called into Capt Cooper's office, he assigns her personally to a dormant small business outreach program, in uniform.
Jerry tails the Bosch car, Harry seems to suspect and makes evasive moves. They arrive at the parking garage and are allowed in. Edgar parks outside and follows on foot. Underground, Harry notices Sobel's car in a guest spot, he investigates and sees her dead body. Shots ring out as Robertson takes Maddie to cover. J.Edgar approaches from the shooter's blind side, wounds him, then Jimmy kills the man with a well placed head shot. Everyone is Ok. They get the dead man's burner phone and send a text "it's done" to whoever is on the other end.
Irving talks to FBI Special Agent Brenner and asks for the files on Mayor Lopez. An aide comes in to alert him on the courthouse shooting. Vega takes Maddie home, Irving gets an update from a Bosch. They wonder why Sobel, who appears to be collateral damage. They decide to pressure Fowkkes to find out more. In the car Maddie de-stresses to Vega. A short while later J.Edgar reports Fowkkes is dead. Jimmy and Harry discuss who else knew and decide to talk to DA Boyle.
In an interview room Harry quickly breaks her down, Edgar joins in and she soon confesses to being on the take for Fowkkes for two years, claiming she was trapped. Boyle says Fowkkes chose Donna Sobel as he didn't like her. Harry thinks it was to get back at him.
The Irving's baby is getting better. Irvine gives Jun the details on the shooting that morning.
Brasher finds a dead tuna in her locker, she calls Billets angrily and tells the Lt. to leave her out of it.
At home Harry tells Maddie Boyle will probably cop a plea. He says he should have thought it through better and he is at fault for Donna's death. They listen to jazz and talk about Eleanor.
Carl Rogers watches the news item on the Fowkkes shooting, he calls someone to change his plans.
Edgar gets an alert on his phone, his GPS tracker is moving. Jerry drives to intercept and sees Mickey Peña park his car and go with men in suits. Going to the lane way he sees Pena enter a black SUV and takes photos. He tries to follow the SUV but is blocked. He sends Harry some photos and calls his partner.
The next day Harry talks to Crate and Barrel. A man named Hernandez is waiting for him in the break room. Harry apologizes to Sonia's father, who had recently returned to the US. Harry gives him names and details, Hernandez knows about the Las Palmas 13 and Mickey Peña, he weeps over the locked fire escape. Bosch says the landlord company may be fined. He promises to get justice for Sonia.
Irving gives an FBI file to one of his staff Captains, he asks her to find out what Mayor Lopez did, in confidence. Bosch calls the Chief about the FBI, Irving deflects and hangs up. Harry then calls FBI Agent Reece, an old friend, she agrees to meet him.
Grace and her partner Anne have lunch, Anne tries to get Grace to retire and they can travel instead, Grace gets testy as she doesn't want to quit her career.
Harry meets Reece and explains the Peña and Alvarez issue, it's not her case but she will look into it to help out.
After lunch Anne is driving but is pulled over. Norris and Leonard say she failed to stop at a sign and quiz her about drinking.
Robertson, Edgar and Bosch discuss the evidence they have linking Fowkkes and Rogers. They decide to bring in Rogers.
Billets goes to the scene with Anne, telling Leonard and Norris to let her go. The cops say it is a justified traffic stop.
Bosch and Edgar explain the facts and get a warrant signed by a judge. They speed to the airport and arrest Rogers before he can fly away.
Christine Vega comforts Billets in the Women's washroom saying most women officers are fed up.
Rogers and his new attorney have a short interview with Bosch. At the Smog Cutter Bar Jimmy talks to his gal pal the bartender, Harry comes by to let him know about Rogers. If the burner phone comes back with good info they will go after mobster Willy Datz.
J.Edgar goes to Harry's house to apologize. He admits his many errors since the fire, Harry doesn't fully accept but thanks him for helping save Maddie. Jerry also finally admits killing Avril but says he doesn't know if he found justice.
