While Armstrong was the commander of the lunar landing and Aldrin was the pilot, Armstrong was at the controls. In this sense, the pilot is like a harbor pilot who comes aboard an incoming ship before entering a harbor and whose job is to guide the captain of the ship along the desired lane rather that controlling the ship itself.
