- The nations beneath the waves meet for their annual conference in Poseidonis, and Ocean Master launches an attack which is thwarted by a mysterious stranger. Violet meets with Gabrielle's mother to seek answers about Islam, while Connor find himself alive...or is he?—Gislef
- In Star City, Artemis arrives at the Harper home and finds Roy, Dick, and Kal already there.
Later at Watchtower, Dick and Kal look at the memorials of Wally, Tula, and Connor. Kal says that they've done their duties and attended multiple memorial services for Connor, but his death still doesn't seem real. Dick suggests that Kal take time to mourn, and points out that his friend has always been the rock that the rest of them lean on. Kal insists that he'll be fine, and has to be, and thanks Dick for his concern but leaves for a conference in Poseidonis.
Deep in the Atlantic Ocean at the S'atiroman Cave, Danuuth meets with Ocean Master.
Kal goes to Poseidonis, and Aquaman and Mera welcome the other attendees from the other undersea nations. He introduces his council to the other delegates. Ronal, Topo, Coral, Nanaue, Lori Lemaris, and Calvin Durham. One delegate from Zebel is missing, and Nanaue takes offense. Aquaman suggests they adjourn until the next day and sample the pleasures of Poseidonis. After the others leave, Aquaman tells Mera to contact her father and have him send a delegate by the next day.
Coral goes outside and joins La'gaan and Aquaboy, who are playing together. The pregnant Coral assures La'gaan that he'll be a wonderful father, and the couple kiss. Aquaman and Mera join them and Mera swims off to visit her father, and Kal and Wynnde show Delphis around.
Connor wakes up in a void, and discovers that his mental link with M'gann is severed. He finds an unconscious woman but can't touch her because they're both insubstantial, and wonders if they're dead.
At Poseidonis, Delphis talks to Kal and Wynnde about the gaps between the haves and have-nots. They go to a bar to have algae, and Minkus serves them. Lori is at the bar sitting by herself, and they go over to greet her. Wynne admits that he's ashamed of his actions ten years ago when he abandoned Lori, and hopes to prove to her one day that he has change. Nanaue comes over, and he and Lori argue about how Nanaue's kingdom annexed Lori's and she attacks him. When Nanaue prepares to fight back, Kal punches him and tells him to stop and save his grievances for the conference. Nanaue tells Kal that they'll meet but to not hold out much hope.
At Happy Harbor, Violet goes to her host body's mother Madia's home. Madia invites Violet in and serves coffee, and is working at a sunglass kiosk while she waits for her medical credentials to transfer. She asks why Violet came, and Violet explains that she wanted to explore Gabrielle's faith, to see if Islam would hold faith for her.
In Poseidonis, the delegate from Zebel, Bishop Beluga, arrives and Mera admits she was only able to convince her father to send him. The conference begins and Nanaue dismisses Beluga as insignificant and a mockery to the other delegates. Lori points out that Nanaue's people have killed many of the old guard, and Aquaman and Mera try to smooth things over. Orin says that they must remain civil if they hope to find solutions, and Nanaue complains about how the other nations are encroaching on his people's territories.
Connor figures that he can't be dead because he can feel his heartbeat, believes that he's solid, and touches the woman. He picks up the unconscious woman, and the mists part to reveal an alien landscape.
Violet cuts vegetables and make dinner with Madia, and tells her that she's searching for answers, starting with the hijab she wears. Madia explains the hijab's significance, and she chooses to wear it as a reminder of her faith. She burns her hand and Violet heals it with her violet aura, and admits that healing other people is difficult. Madia says that she wears the hijab so people will focus on more than her appearance, and Violet wishes the same for her. Madia tells Violet that in end, she must follow her heart.
At the conference, the delegates argue about global warming and surface pollution. Ronal talks about Calvin's low status compared to the others, and then apologizes to Kal. Calvin admits that he dwells beneath the surface because of his lack of options, and sees many of the same problems beneath the waves. Nanaue agrees, and Orin says that they have viable solutions if they work together. Ocean Master blasts his way in.
Connor takes a seat and wonders if he's in a Kryptonian afterlife, and nicknames the woman "Ghosty". He spots a heat trail with his infrared vision and follows it.
Ocean Master--Orm--blasts Poseidonis, and deflects Mera's mystical attack back on her. Orin attacks his brother Orm, who knocks Orin back. The others attack Orm, who knocks them back and prepares to kill Kal. A hooded figure blocks Orm's mystical attacks, then swims off while Orm flees.
Violet asks Madia what Islam is, and Madia explains its basic tenets. When Violet describes Granny Goodness, who claims she was a god, Madia assures Violet that Granny wasn't a god. She believes that Violet is on a good path and she would like to see where the path leads Violet.
The delegates recover and wonder who the man who saved them was. Mera and Orin decide to discuss the relevant prophecy later, and go to tend to the city and its people. Kal figures that they have to find Orm.
Orm returns to the cave and wonders who the man who opposed him was. Danuuth says that he doesn't know, but Orm is injured and should calm himself. When Danuuth assures him that in the end Orm will triumph, Orm says that now and forever he is Ocean Master.
Later, Violet meets with Harper and says that her meeting with Madia went well. Now she wants to decide on her preferred pronoun because of her gender, and believes her new gender is non-binary and prefers "they".
