This usually is applied to diplomatic personnel who are sometimes espionage agents under official cover, and the home nation states those personnel are no longer welcome to stay in that country and must leave as soon as possible.

Commander Blackburn tells the team they will be working an Omega mission in South America with the CIA, the DoD attorney tells them they will be operating outside of Title 10 and Title 50. He is referring to the United States Code, which is a list of Federal laws organized by Subject Matter , Title 10 are the laws that government the use of the military. Title 50 are laws pertaining to the authority for covert intelligence agencies like the CIA.
