Sanctuary cities are cities or counties that choose not to cooperate with the federal department of Immigration and Customs Enforcement. The reason for such a choice is to maintain trust in immigrant communities to control crime. But in 2017 Donald Trump signed an executive order to cut off federal funding to jurisdictions that refused to cooperate creating a lose-lose situation for cities.

The White Declaration of Independence. In 1989 Wilmington, North Carolina was a substantially black and progressive city with multiple black businessmen and government representatives. Then a merged Republican and independent party defeated the Democrats. The Democrats could not tolerate this humiliation and staged an armed coup d'etat blaming the blacks while massacring and driving black elites out of the city or into hiding, instituting Jim Crow laws that continue to this day and covering up their crimes for nearly a century.
