Bill accidentally prank-calls his high school prom date Cece Connors, whom he hasn't seen in 35 years.
Bill's Mom's "Slumber Party Rules" include: no yelling, no running, no yelling while running, no streaking, no climbing, no scaling the building, no more than 12 pizzas, and only G-rated movies.
Along with Goldie Fisher and Mr. Quizzer, featured recurring characters include Bill's Mom, disturbing artist Mel Attonin ("Peaceful Celebrity Painter"), bean-loving hobo Boxcar ("It's Always About the Beans"), Southern gentleman Samuel Q. Steamboat ("Writer"), and MeTV cop duo Det. Abouttoretire ("About to Retire") and Det. Newtotheforce ("New to the Force"). First-time characters include 106-year-old Oldest Man Alive ("Local Centenarian") and Cece Connors (Bill's high school prom date), both recipients of Bill and Toony's prank phone calls.
Samuel Q. Steamboat and Boxcar join Bill and Toony in a four-way pillow fight, which quickly gets out of hand, culminating in a "death" scene that parodies those seen in countless war movies.
The Cat Above and the Mouse Below (1964) had been featured previously in Toony the Lyin' Tamer (2021).
