First, a word of warning: I do not like movies in which animals are forced into clothes and made to do tricks for the purposes of amusing the audience. The old Jules White & Zion Meyer series of DOGVILLE shorts in which the dogs are wired up for travesties of popular subjects fills me with horror at the cruelty to animals. But chimpanzees are human enough and I remember acts like the Marquis chimps from my childhood, so that it's just a niggling issue with me.
The real issue with the Snooky movies in general and this one in particular is that they are little more than novelty acts, in which Snooky continually rescues a couple of small children from the depredations of adults. Once you've exhausted the fun of watching a chimp in overalls smoke, you've largely seen everything interesting in this movie, which is almost exactly like all the other Snooky movies. Oh, a horse helps, and there's a collie that apparently barks instructions to the horse and tells Snooky what to type on the note for the police -- a precursor of the Lassie TV acting school, but that's about it. When you've got Edgar Kennedy in the movie, that's a lot of waste, especially when he's apparently doing a Ford Sterling imitation.
There is also a short sequence in which Snooky flies a plane to the rescue, but it doesn't add much to the fun.
