It's an all-girl marching band, promenading down the empty edifices of Coney Island's amusement park in their fancy uniforms. The brass players have their instruments held up, so I believe they are supposed to be performing, even though there's no sign of anyone but the musicians. It looks like advertising, possibly shot off season.
Coney Island's Luna Park was a favorite filming site for movies in this period. Some other shorts had their daily re-enactments of firemen rushing to save people from a conflagration, or the Arab Act (whatever that was), or the chutes, or even a wedding party. One short the year previous to this claimed to be of elephants going down the water slide.
Despite the IMDb claim, the copy I saw of this has an American Mutoscope & Biograph provenance.
