Riker orders the crew to repair the essential systems of the Titan before heading to the nearest Starbase. Riker and Picard discuss how Changelings were able to get on board the Titan. Changeling can mimic appearance but not internal physiology. And on all ships, crew go through an internal imaging chamber before reporting for duty. Riker returns command of the Titan to Shaw, who contacts Starfleet. The USS Intrepid arrives to arrest Picard and Riker.
The commander heading Intrepid's boarding party is Ro Laren (Michelle Forbes), who betrayed Starfleet years earlier by defecting to the Maquis, but returned after her imprisonment. The Intrepid party decided to use a shuttle to come to the Titan, and thus Riker and Picard suspect that there may be a Changeling on board their away team. Riker and Picard ask Seven to hide Jack on the ship. He is given a crew uniform to change into. She orders Jack to beam into the Intrepid in an effort to hide him in plain sight. Jack again has his vision and is unable to transfer to the Intrepid.
Beverly conducts the impostor's autopsy, discovering the Changelings evolved to evade body scanners, and notifies Picard via text. Beverly notes that only under intense dissection does the tissue revert to its natural state. She says that a Changeling can pass a blood test like any human.
Ro was interrogating Picard for possible charges of treason. Picard doesn't trust Ro since she is not wearing her Bajoran earring. To convince Picard, Ro had cut her hand and shown him her blood. When Picard gets Beverly's message, he is convinced that Ro is a Changeling. Ro forces him into the Holodeck and explains why she had to join the Maquis. She believed in Bajoran independence and joining the Maquis was difficult for her as she had to betray Starfleet. Picard is now convinced that Ro is not a Changeling. Ro suspects the Changeling conspiracy compromised Starfleet's highest levels; Picard realizes he still trusts her. Ro says that Changeling have even infiltrated the Intrepid and she doesn't even trust her own Captain. Frontier Day will have the entire Starfleet on display. There have been 12 incidents involving Changelings across multiple Starships that are being hushed. She doesn't know how Jack is involved. She indicates that she has 2 officers investigating the portal weapon theft. She was referring to Raffi and Worf. They reconcile, before Ro gives Picard her Bajoran earring. She says that she has transferred most of the Titan's crew to Intrepid. The people remaining are loyal to Picard and he must take the ship and run.
Ro pilots her shuttle, but Changeling saboteurs plant a bomb on board, forcing her to steer into the Intrepid's port nacelles, sacrificing herself and giving the Titan a chance to escape. The saboteurs beam back to the Titan to apprehend Jack. The saboteurs attempt to transport out with Jack, but his visions influence him into shooting them dead. Shaw is convinced to flee when the intrepid starts firing on the Titan. Picard says that the Changelings will frame the Titan for the death of Ro.
Picard and Riker realize the earring contains the intelligence Ro gathered, and a communicator.
Worf's request to access Daystrom station is denied. Worf decides to look for people who could have helped with the infiltration of the Daystrom station. Worf and Raffi continue their investigation into the attack, finding the Vulcan criminal Krinn. Worf kills Krinn's minions, forcing Krinn to share the device that he brokered that allowed the thieves to break into Daystrom's AI powered security system.
Worf contacts Picard and Riker via Ro's earring, as the Titan flees the Intrepid. Jack confesses to Beverly of his visions.
