Captain Raynor correctly notes that, in Latin America, children normally retain the last names of both parents; however, the suspect's name is given as "Manuel Luis Vega Aguilar," and it is said that "Vega" would be his mother's last name and "Aguilar" his father's. In fact, the first last name is the father's first last name, and the second last name is the mother's first last name; so, "Manuel Luis Vega Aguilar" would have a father with last name Vega and a mother with last name Aguilar, not the other way around.
At the end Raydor puts into motion the deportation of Ms. Vega back to Mexico where Raydor knows she will be killed. This is exactly what Chief Johnson did to Tyrone Baylor in The Closer, which led to a massive lawsuit that was resolved by the creation of The Johnson Rule. Raydor was instrumental in the creation of this Rule, and in this case she is deliberately violating it.
