John Eriksson must take over as SAF3 commander from his SEALs vet mate Hal, help his team grieving (with widow Lois) and soul-searching and preside over his funeral. They also take turns at badly burned Alfonso Rivera's bedside, but doc Natterson is pleased with his fast recovery during and after artificial coma. As he feared, the commissioner who opposed the project from the start attempts to abuse Dunigan's death to question the whole method during an elaborate debriefing. It is however interrupted by an urgent call from the regular fire department for assistance with a freak cliffs accident.
