A store is running low on supplies to issue against the food coupons. The people are confused: theoretically there is supposed to be exactly enough food against the coupons. Unrest is brewing. Troshin's neighbors tell him that they bought the coupon cards at the market. Troshin checks the cards and realizes that they are genuine, not fake. That means someone steals them at the printing-office and sells them at the market. Together with his neighbor Dumenich, Troshin stages a raid at the market and arrests two young men, Igor and Tolik, who were selling the stolen coupon cards. Tolik, son of a high-ranking official, makes Igor the scapegoat. Igor is just out of prison, and he is taking care of two younger brothers.
