Rainbows are formed by light refracting though drops or crystals of water in the atmosphere. And if rainbows weren't rare enough, under rare conditions even rarer rainbow are visible.

Pacific Decadal Oscillation is a surface temperature oscillation in the northern Pacific Ocean similar to the El Niño/La Niña oscillation but over a larger area of the Pacific and a longer time frame. It too influences rainfall in western North America and southwestern Pacific.
