- Ryan goes to meet unofficially with Arthur Strauss on a jail transport bus. Ryan gloats about ruining his plan to discredit him and the FBI, but Strauss warns him the truth could blow up in his face.
Mark, Daisy and Kyle hole up in a hotel. Daisy asks Mark to get medical supplies for Kyle. As soon as he leaves, Kyle and Daisy pack up to meet Julianna. Mark waits across the street and sees them go then follows them.
At FBI HQ, Tom goes to his locker and takes out the laptop with surveillance of Max's apartment that he stole. He watches as Max dodges his call.
Julianna gives Kyle and Daisy a van full of supplies for their day.
The FBI meets to try to prepare for whatever else Strauss has planned. Agent Sloane looks into how Strauss might be communicating with Kyle and Daisy.
Mark follows Julianna to the courthouse and watches as Ryan arrives.
Dressed as an FBI agent, Daisy goes to the hotel where the reporter Carrie Cooke is under private security protection. She and Kyle take out her security.
Ryan testifies about being held captive with Carrie Cooke by Arthur Strauss.
Outside her hotel room, Kyle and Daisy shoot a member of Carrie's security.
On the stand, Ryan deflects cross examination by Strauss' lawyers until the reveal a private email sent by Jeffrey Clarke, in which he said he was worried Ryan was "out of control." It mentions an illegal bug in Strauss' home, which would mean Ryan entered his home illegally and the case is moot.
When it's time for Carrie to testify and back up Ryan's story, they can't find her. The judge gives them one hour. Ryan, Mike and Max go to her hotel room but it's totally empty. Ryan smells bleach and they use a black light to reveal blood all over the carpet.
They find the security guard is missing and the system has been disabled. Strauss knows if bodies are found, the judge won't dismiss the case.
They track surveillance footage of a laundry van that Kyle and Daisy were seen getting into and follow it to an old navy yard. They find the van engulfed in flames and bodies charred in the back.
Ryan, Max and Mike split up to search for Daisy and Kyle. Ryan sees them and chases them. Kyle helps Daisy over a fence but can't make it. He urges her to leave without him.
Ryan corners Kyle and he takes out a knife he says is covered in Carrie's blood. Kyle charges Ryan and he shoots until Kyle is down.
Ryan calls the government lawyer to report, but she tells him they missed the deadline and the judge dismissed the case. Strauss walked 20 minutes ago.
Back at the FBI, Gina calls in Ryan, Max and Mike. She shows them Clarke's personal email on the FBI server and explains she's been told to suspend them. She gives them until the morning to link Daisy to Strauss and prove conspiracy.
Out on the street at night, Julianna notices a man following her. Mark Grey follows her to her apartment building and breaks down the door to get inside.
At Ryan's apartment, Mike finds a paralegal named Julianna recently paid off $100,000 in debt.
Meanwhile, Mark has Julianna tied up in her apartment. She explains Daisy, Kyle and Andrew were all Strauss' students. They pretended to help Mark because Andrew said he was the "perfect patsy." Mark sees Julianna's text about the FBI being at her office and gets an idea. He wants to know where Strauss is.
Later, Ryan, Max and Mike find Julianna dead in her apartment.
Daisy goes to meet Strauss. She blames him for Kyle's death and tries to attack him. He turns her knife on her and offers to either kill her or let her come with him.
Max finds a direction search in Julianna's search history. Ryan thinks it seems too convenient, but they head there anyway. They find Strauss and Daisy easily. Strauss tells Ryan that everyone he loves will die if he goes back to prison.
For a distance, Mark lines up a rifle to shoot Mike, but Ryan sees the laser sight and pushes him to safety. Ryan orders Mike after Strauss while he follows Mark.
Max and Mike grab Strauss easily, but Mike runs off when he sees Mark, leaving Max alone with Strauss. Daisy comes up behind Max and whacks her with a board, then wails on her when she's down. Daisy frees Strauss.
Mark chases after Mark and hits him in the leg. Then he follows him up onto a ship and corners him. He orders Mark to his knees. Ryan finds Mike before he can shoot and urges him not to give up his humanity by killing Mark. He tries to convince Mike that prison is worse than death for Mark. When Mike lowers his gun, Mark takes the opportunity to jump off the ship into the black water below.
They get a call about Max. At the hospital, they take turns yelling blame at each other. Mike says he left Max to go after the man who killed his father, just like Ryan would have done to catch Joe Carroll.
When Gwen arrives, Ryan blames himself for everything that has happened. She urges him to fix it.
A doctor reports that Max will be fine and Ryan knows what he has to do.
Ryan flies to see Joe Carroll in prison. "What took you so long?" Carroll asks.
