The police cannot locate Emerson. They have Emerson's phone number. His phone could be located if they subpoenaed phone records so as to triangulate the location of the phone. As such, there was no need to have Carmen lure him. Carmen makes use of similar technology to locate Ayla's phone.
The police officer had Emerson clear of Ayla and did not try to take him down, instead doing nothing so he could pull a gun and take Carmen hostage.
The TV reporter uses the term Dade County police. Dade County Florida changed it's name to Miami-Dade county long before 2017, Dade County has not been used for many years.
English as a second language is apparent for a couple of the actors. Carmen uses the phrase "...the police is looking for it", and the TV reporter uses the phrase "Dade County police is asking for you to call the tip line...". In both phrases, "are" was the correct word, not is.
The detective used the term "robbed" when speaking about the burglary. A robbery takes place when someone is present and force is used or threatened, whereas a burglary takes place when there is no force used or threatened against a person. A detective would know the difference.
