The Mandarin speaking scene where Steven Seagal interrupts a conversation between Dong-xue Li and Li Ai telling them "to speak English" was due to Seagal forgetting his lines. This was inadvertently left in the final cut of the movie.
Despite being featured heavily in the film's marketing, the conflict between Mike Tyson and Steven Seagal is just a small subplot that consists of just one short fight at the beginning of the movie (and during most of it Seagal is clearly replaced by his stuntman), and that is the only scene that the 2 of them share.
The bulk of the film was made in Dandenong, Australia, using refugees from South Sudan. The money saved on the production allowed for Seagal's expensive tastes in food and women.
