A lawyer Howard Elias rehearses his opening argument for an upcoming lawsuit against the City. He rejects a $420,000 settlement offer from Irving.
Three months after Chief Irving was sworn in, Harry Bosch talks to Maddie on the phone, then follows Councillor Bradley Walker into a gala charity event. He grabs a name tag for Phil Gentry then follows Walker at a distance to the bar. Walker is talking to Chief Irving on the phone. Bosch meets Gentry (Bosch had tossed Gentry's parking ticket away in a season 2) in the bar and they chat about the event and the LA City Council.
Elias hints to his aide Kaplan he has a plan in the works. Leaving his office in the Bradbury Building after dark he walks to the Angels Flight trolley and rides a car up. Near the top he sees an assailant, turns, but is shot in the back.
Jerry Edgar stares off into the distance, thinking. Maddie tries to call Reggie via Skype but a strange man answers and quickly hangs up. Eleanor Wish plays cards at a casino, she wins easily and watches some Asians across the room.
Back In the main room Bosch bumps into a surprised Walker and tells him he is working a cold case. Irving calls Bosch to the murder scene.
At the casino the card dealer mentions an off-site game, $50k to buy in, Wish is interested.
Arriving at Angels Flight, there is already a swarm of detectives from Robbery Homicide Division RHD. The dead lawyer is recognized for many lawsuits against the LAPD. Irving puts Bosch in charge of the case working with Jimmy Robertson, Pierce and two IA cops, Sgts Amy Snyder and Lincoln, to "let the chips fall where they may". Bosch puts the two IA cops to work looking for evidence; the victims car, phone, watch and wallet are missing. Capt Garwood from RHD takes Bosch aside, gives a sitrep and says none of his team did it. Det. Terry Drake, Robertson's old partner is there and grumbles that Elias went after him twice. Everyone knows about the upcoming Black Guardian case as Elias was suing the city for police brutality. A drunk cop shows up to see the scene.
Bosch and Robertson view the body after the CSI is done. The victim had been shot twice with a 9 mm, in the back and up the rectum. The trolley attendant was also killed. They suspect the missing articles were only taken to make it look like robbery, it was probably a personal message crime. Lincoln warns Pierce they need a warrant to look in the briefcase. Bosch warns Garwood and Drake. Bosch gets an anonymous tip that Elias' phone and watch are in a garbage can. He goes to the site to pick them up, wrapped in old newspaper. Snyder is puzzled about what he is doing.
At night the KTK Koreatown Killer assaults a bike rider and takes off on the stolen wheels.
Jerry Edgar is still recovering, his arm is still weak and he will be starting light duty the next week. His ex-wife is friendlier than before . The have sex and Jerry agrees to help with a real-estate open house.
Bosch and Snyder notify Elias' family, the son Martin is bitter, sure that cops killed his father. The wife says they have an apartment downtown Elias used when prepping. Bosch tries to reassure him he will find the killer. Irving calls Bosch for an update, Harry says it wasn't a robbery murder. Snyder asks Bosch if he is upset about the IA 128 report she filed on him the previous year but which Irving quashed. Harry seems unconcerned but is terse and abrupt with Snyder.
Jerry grimaces working out when he sees the news clip of the Elias murder and a brief sight of Bosch in the video.
Lt. Grace Billets is Acting Area Commander. She ponders the vacant office then tells Sgt Mankiewicz she will stay in her own office. Detectives Crate and Barrel leave on a new case, a headless body has been found at Lake Hollywood.
At Maddie's school volleyball game, Harry calls in his regrets to Eleanor.
Irving briefs the Mayor and Walker, Walker wants to be kept in the loop.
Jerry does the Open House, unhappy.
Bosch meets his team at the courthouse, the liberal judge is slow to give the search warrants they need and will be assigning someone to go with them. Bosch shows the watch and wallet. Robertson and Pierce head out to follow other leads. Bosch thinks of something and walks away, leaving Snyder behind.
Eleanor meets her handler FBI Special Agent Jay Griffin, at the volleyball game, they discuss the opportunity to move in on the Asians. Griffin gives her a bankroll for the big poker game and they go over their plans. Griffin also doesn't know where Reggie is either, he suspects the worst.
Bosch goes back to the Angels Flight to look around alone. A team of detectives are there but going thru the motion. Envisioning the crime Harry searches in front of the trolley and finds a cell phone wedged under the tracks. Touching it, the display lites up with the last appointment notice.
