When the Vice Major cuts Captain Man's budget by 90% to build a new ten billion dollar high-speed railroad over the next forty-one years, Ray starts charging the team for food and bathroom privileges while cutting air conditioning. While Schwoz must work odd jobs to pay back money he skimmed from the budget, Captain Man starts charging citizens for superhero services. When the team suffers physically, Captain Man storms to the Vice Mayor's office to demand full budget restoration. Fortunately, a dire situation exists that gives Captain Man negotiation leverage.
