No computer system goes into "boot mode" to perform a data migration, and it's virtually unheard of to perform a migration on the actual system you are currently using. Data migration is often done with dedicated hardware, in a clustered environment, and would not corrupt data during transfer as it is a non-destructive process. Erasing old data is only undertaken after a completed, checked and tested migration to stop such data loss.
