Truckers actually rarely use the phrase "breaker breaker" when talking on CB radio. When someone does use the phrase over the radio it's usually done incorrectly by someone who doesn't normally communicate via CB. Talking like you're a character from Smokey and the Bandit (1977) will identify you as an outsider. The only time anything similar to "breaker breaker" is said by someone familiar with CB radios is when a person is experiencing an emergency and needs the channel clear to call for help. In that situation, one would say "break" followed by the channel number, so if someone were on channel 17 they would say "break 17." This would let anyone else on that channel know that you have something urgent to say.
The episode's title may be an allusion to a film, Breakdown (1997), with a similar theme of person searching for a loved one abducted from the middle of the road.
