CLEARLY the cops never did a proper investigation. In fact, it wouldn't surprise me if THEY planted the body.
I think Scott is innocent and the police let the REAL KILLER GET AWAY! Just because he's a jerk doesn't mean he killed his wife! Also, he seems like a smart guy and wouldn't dump a body so close to where they can prove he was there. Also, I would hope that Laci's family would want the killer to be found- they KNEW that they had a solid marriage, they witnessed it nearly every day.
He had an affair but they never had any real evidence against him. I'm sure Laci would want her killer brought to justice.
Nancy Grace is the perfect example of how this turned into such a mess! She didn't like his reaction from the beginning. Besides that, it's her job to keep the viewers intrigued at ANY cost.
