The mugging and shooting at the end felt like a throwback to the days when police dramas were a big thing on TV like the 90's and early 00's.

It was exactly what NCIS needed: a cliffhanger.

The episode itself was pretty formulaic though.

Not really a step forward!

The 15th season of NCIS has been on the average side with "Burden of proof" and recently "Death from above" being the most fun episodes. "One step forward" however does continue this series on okay .

Let's start with good.

. The murder mystery itself is fine. There are action scenes, which feel intense. The acting is usually wonderful. Tasty humor's also back. Nice is to see Clayton Reeves back!

But..

. "One step forward" does have random subplot decisions (especially the one with the reporter), which do not fit into this episode. The murder mystery here has a cliched set up as well, which we have seen over hundreds of times before. The story too does not feel as focused as it should be...and of course, "One step forward" ends on a cliffhanger we all admire (sarcasm).

Overall, an okay watch.
