Consort Xian goes to give free buns and porridge to the refugees. There are fake refugees in the crowd, hired by Noble Consort Gao. One man is killed due to his unruliness. Xian orders that you have to work if you want to eat. About half the people leave, leaving the real refugees who would work to eat. Prince He is impressed. The king is impressed as well and tells her so. She compliments Noble Consort Gao's father despite her having trying to sabotage her charity. She tells the king of the show that Noble Consort Gao is to hold for the Empress Dowager. The king and Consort Xian walk to the rehearsal.
