- John Walker is named Captain America, and Sam Wilson and Bucky Barnes team up against the rebel group the Flag Smashers.
- The new Captain America and his sidekick Battlestar cross paths with Falcon and Winter Soldier when they all track down a group of Flag Smashers that are transporting stolen vaccine from country to country. Meanwhile, Dr. Raynor involves Sam in her therapy sessions with Bucky.—Gislef
- John Walker, the new Captain America, is in the locker room of his old high school in Georgia and finds his old locker. DeeDee comes in and talks about she used to sneak in there before games. She asks if John is nervous, and he says that people expect him to be Captain America and he doesn't want to fail them. DeeDee tell him to be himself, and they'll love him. She wishes him luck and leaves, and as she leaves John's teammate Lemar Hoskins comes in.
As John rehearses his first speech as Captain America, they talk about how they were on assignment until recently. John says that it's been great but so far it's mostly been handshakes and meeting with bureaucrats. He just wants to do the job, and Lemar tells him that it's all the job. Lemar says that the Captain America suit comes with expectations, and says that it's time to go to work before leaving.
The new Captain America is soon out at the presentation, signing autographs and taking selfies. He runs out on the field and is introduced to the crowd, then sits down with an interview with the hostess of 'Good Morning America'. John says that being Captain America and the rollout tour has been the greatest honor of his life. The hostess goes over his resume in the military, and John says that he doesn't have super-powers but does have guts.
Bucky is in his apartment watching the broadcast, as John talks about how Steve Rogers gave him hope but never met him personally.
Sam meets with Joaquin at an Air Force hangar, and sees a poster of Captain America. As he goes down to the floor, Bucky finds Sam and asks if he knew the government was going to give the shield to a new Captain America. Bucky insists that it isn't what Steve wanted, and that Sam had no right to give up the shield. Sam tells Bucky that it's over, and he has bigger things to deal with like tracking down the leader of the Flag Smashers. Redwing has traced the Flag Smashes from Zunich to a building outside of Munich, and that's where Sam is going. Bucky insists on going with him.
Bucky and Sam take a cargo plane to Munich, and Sam doesn't say anything when Bucky asks him what the plan is. Sam insists that he has a plan, then jumps. They're too low for a chute, and Bucky figures he doesn't need one anyway. He jumps from 200' and crashes into the tree in the forest below. Sam says that he has it all on camera and Redwing flies down, and tells Bucky to hear north.
Bucky and Falcon come to the abandoned factory the Flag Smashes are using. Falcon warns Bucky that they're not assassins, and Bucky would rather go in directly. Meanwhile, Redwing does aerial surveillance on the two men in the next room, moving crates. Falcon joins Bucky in the room, and Bucky wants to attack the men while Falcon wants to follow them. Using his scanner, Falcon picks up five more Flag Smashers, and they determine that all seven of them are strength-enhanced.
The Flag Smashers load up into a truck and move out, Falcon spots an eighth person, possibly a hostage, inside the truck. Bucky and Falcon go after the two trucks as they pull out, and Bucky leaps onto the back of the lead truck and gets the loading door open. He confirms that the crates contain vaccines that the Flag Smashers are stealing, and finds the hostage. The woman, Karli Morgenthau, comes out of hiding, smiles, and throws Bucky back and into the windshield of the second truck.
Karli dons a Flag Smasher mask, and two of the men pull Bucky up on top of the truck while Karli jumps over, Redwing flies down, firing, and Karli grabs and smashes it. Falcon flies down and knocks Karli down with a kick, and she recovers and they fight. The other truck pulls up with more Flag Smashers on top, and they join in the fight.
As the Flag Smashes pin Falcon down, Captain America arrives by helicopter, hits Karli with his shield, and jumps down while Lemar--Battlestar-- swings down on a line. Captain America and Battlestar Lemar introduce themselves to Falcon, and Karli and Bucky jump onto the other truck and slide down the side. Bucky is dragged on the highway, barely holding on. One of the other men knocks Falcon off the truck, and he flies back.
Karli tries to break Bucky's grip, where he's holding on with his vibranium arm. Meanwhile, Falcon flies after the trucks, dodging traffic on the highway, and Bucky drags his vibranium hand on the highway.
One of the Flag Smashers grabs Lemar, and Captain America shoots the Flag Smasher. Meanwhile, Falcon flies under the truck, grabs Bucky, and flies clear slamming into the field next to the highway. They both realize that the Flag Smashers were all Super Soldiers.
Captain America gets knocked off the back of the truck, and pulls himself up while the others get Battlestar in a hold. Karli throws Battlestar off the truck, and Captain America throws his shield to break Battlestar's fall. Captain America then climbs on top of the truck to confront Karli, and she throws him off the back onto a passing car. He falls off onto the highway while the Flag Smashers make good their escape.
Falcon and Bucky walk up the highway, and Bucky says that they have to figure out where the Super Soldier serum is coming from. Captain America and Battlestar pull up in an Army jeep, and Captain America suggests that they have to work together. Bucky insists that John isn't Captain America even if he has the shield, John offers them a ride to the airport, and they get in. They discuss the Flag Smashers' objective, and Falcon figures they need to figure out where they're going. Lamar says that they tracked Bucky and Falcon, not the Flag Smashers, by accessing Falcon's government tech.
John and Lemar explain that the Global Repatriation Council sent them to deal with the terrorists, and points out that they have plenty of resources through the GRC. Bucky isn't interested in working with them, and has the driver stop the jeep so they can get out. John insists that he's not trying to replace Steve but just be the best Captain America he can be, and it'd be easier if he had Falcon working with him. Falcon isn't interested, and walks off with Bucky.
That night, Karli and her men take the vaccines to a garage and give the signal. A man lets them in and gets them food. He says that people are calling the Flag Smashers "Robin Hoods", and takes them to a bunk room he and his wife have prepared for them. Karli gets a text saying that her people took what belongs to the texter, and he's going to find and kill them.
The authorities have surveillance footage of them and have put it out on alerts. Karli tells the others that the GRC cares more about the people that came back then the ones who never left, and asks if they're all committed because after the next day, there's no going back. They all agree.
Bucky goes to the cargo plane and sits, while Sam lies on a bunk nearby. Staring off into space, Bucky tells Sam that they should take the shield and take on the Flag Smashers themselves. Sam points out that the last time they took the shield, they spent two years on the run. When Sam says that they've got nothing, Bucky says that there is someone that Sam should meet.
The plane flies to Baltimore in the U.S., and Bucky takes Sam to the home of Isaiah Bradley. The man who answers the door, Isaiah's son Eli, says that Isaiah doesn't live there, and Bucky tells Eli to tell Isaiah that the "man from the bar in Goyang" is there. Bucky tells Sam that he and Isaiah had a skirmish in the Korean War.
Once Eli passes on the message, Isaiah has him let Sam and Bucky in. Bucky says that Isaiah was a hero, and one of the ones that Hydra feared like Steve. He tells Sam that he and Isaiah met in '51, and Isaiah explains that the U.S. military dropped him to bring in Bucky, and he took half of his metal arm.
Isaiah wonders if Bucky came to kill him, and Bucky says that he's not a killer anymore. The older man isn't convinced, and Bucky tells him that there are more Super Soldiers out there, and they need to know how. Isaiah refuses to talk about it anymore, and throws a tin into the wall with a casual gesture. He says that they jailed him for 30 years, and ran tests on him. Isaiah yells at them to get out of his house, and Eli takes them out.
Outside, Sam asks Bucky why nobody told him about Isaiah. Bucky says that Steve didn't know about Isaiah, and two policemen pull up and ask to see Sam's ID. They say him arguing with Bucky, and ask Bucky if Sam was bothering him. The cops finally recognize Sam and apologize, and go to explain to more police that have pulled up. Bucky tells Sam that he didn't tell anyone about Isaiah because he'd already been through enough.
The police come over and tell Bucky that there's a warrant out for his arrest, because he missed his court-mandated therapy. They take Bucky away in their squad car, and Bucky goes peacefully. Sam glances over at Isaiah's house, then walks away.
The police take Bucky to the station, and Sam goes there on his own. Dr. Raynor arrives and introduces herself to Sam, Captain America shows up, and Raynor admits that he's the one who got Bucky out of jail. He comes over and tells them that he authorized Bucky's release, even though Bucky hasn't finished his therapy with Raynor.
As the police bring Bucky in, Captain America tells Sam that he has unfinished business with Bucky and Sam, and then leaves. Raynor tells Bucky to come to his session with her, and Sam as well. They go into an interrogation room, and Sam says that he's fine. He and Bucky both agree that it's ridiculous, and Raynor has them do an exercise. She asks them what they would like to see if a miracle occurred while they were asleep.
Bucky says that his miracle would be that Sam would talk less. Sam says that he was thinking the same thing about Bucky, and Raynor has them do the soul-gazing exercise. The two men face each other and look into each other's eyes. They end up in a staring contest, and Raynor asks Bucky why Sam aggravates him. Bucky asks Sam why he gave up his shield, and says that Steve believe in Sam and trusted him.
Bucky wonders if that Steve was wrong about Sam, he might have been wrong about Bucky as well. Sam tells Bucky that he did what he thought was right. When he gets no answers, Sam tells Raynor that they have other stuff going on, and when they deal with that they can go their separate ways and never see each other again. He walks outside, and Raynor asks Bucky what's wrong. Bucky has Raynor confirm that Rule #2 was "Don't' hurt anyone", and leaves.
As Sam and Bucky leave, they find John and Lemar waiting for them. John says that they have to work together, and has already identified Karli. They think she took the vaccine to a displaced camp, and they figure they'll figure out which one eventually. Sam agrees with John that they have to find the Flag Smashers as soon as possible, but they're free agents while John & Lemar aren't, so it wouldn't make sense for them to work with them. As Sam and Bucky go, John tells them to stay out of his way.
In Bratislava, Slovakia, the Flag Smashers are loading a private jet with the vaccines when they get a text that the Power Broker's men are on their way. One of them, Matias, offers to hold them off while the others make good their escape. Karli hugs Matias, who puts on his mask while the Power Broker's men drive up. Matias pulls down an electrical pole, blocking their way, As Karli and the others take off in the plane, Matias steps out to attack the men. They gun him down and Karli sees it from the plane.
As Sam and Bucky walk away, Bucky figures that he should go to see Zemo, who used to be with Hydra and manipulated Bucky. Sam reluctantly agrees, and they go to the European prison where Zemo is being held.
