While Dr. Hanover is sitting at the bar after being denied a meeting with the governor, he orders a second drink. He downs the drink immediately, and empties the glass as the governor enters the scene behind him. The scene very briefly cuts to the governor. When it cuts back to Dr. Hanover, he once again has liquid in his glass.
When doctor Hannover is in the bar, he orders a second whiskey, which he drinks in one go. Then as the Govenor arrives, the camera goes back to him and his glass is full again!.
Sharon Stone is listed in the cast but either her scenes were deleted in the final cut or is a production "mistake" in favor to get attention of fans and press.
