U.S. AFRICOM.
A very long time ago, a bunch of us "Old Timers" were tasked to "standing up" u.S. AFRICOM, especially the U.S. Army Special Forces Roles, 3rd U.S. Army Special Force Group, which was great so that we of the other U.S. Army Special Forces Groups (5th USASFG, 10th USASFG) would not be deployed to Africa. Most UA, African Nations, refuse to host the Headquarters of U.S. AFRICOM, I went to Gymnasium (High School) at the Federal Republic of West Germany before "Drafted" to the Democrats Demanded Save the Democracy of the Republic of South Vietnam War, due to circumstances pertaining to deactivation of U.S. Military Bases at Deutshland, I recommended U.S. Army Kelley Barracks former VII Corps HQ (same City as the Gymnasium I graduated from, you want proof I still have Gymnasium class ring) at the Headquarters of U.S. AFRICOM.
So nope, they would NOT call for U.S. Navy S.E.A.L.s to do this Mission, over 10 hours flight time making that "Intell" stale (no longer relevant). The 3rd U.S. Army Special Forces Group ODAs routinely attached to the CIA would have done a "Snatch and Grab" within hours of target identification.
Unlike U.S. Army Special Forces, U.S. Navy S.E.A.L.s are NOT required to have a Civilian College or University Degree of Cultural Anthropology (with College or University level fluency of Language of that Nation, formal school Defense Language Academy or Defense Language Institute, and Tested) of the Nations within their U.S. Army Special Forces Group's Area of Responsibility and Area of Operations. One of the FIRST things we do is a "Meet and Greet" with the locals from the lowest dirt farmer to the Government Officials, we develop and vetted our own "Intelligence Assets".
Why we, as Joint Services Special Warfare, continually got Re Deployed from Afghanistan to U.S. AFRICOM, instead of U.S. AFRICOM, USSOCOM AFRICOM, especially 3rd USASF Group taking care of that? Go ask the Former Commanders and current Commanders of US AFRICOM at Kelley Barracks Federal Republic of Germany, especially General Carter Ham and General Rodriguez, they will verify why you do not bring in U.S. Navy S.E.A.L.s from CONUS, especially USNSWDEVGRU nor 1st Detachment (1st SF OD-Delta).
U.S. Navy S.E.A.L.s, Uniforms, dressing up like "Security Contractors" or Caucasian Mercenaries as U.S. baseball caps, tee shirts, nope. As soon as they got on site (stopped moving), somebody with a cellphone would have called that in, minutes later "Technicals" (large groups in Pickup trucks with 12.7mm Machineguns mounted in the bed) would have been sent to block off any exit routes.
Camp Lemonnier Djibouti U.S. AFRICOM, ever since the December 30, 2009 attack of CIA Facility at Camp Chapman Afghanistan, we stopped allowing ANY "indigenous" including that Nations Military into the (Special) Areas, especially Operations Centers, CIA SCIFs.
