Yes, that is Dodger owner Walter O'Malley
Chuck Connors was drafted by the Dodgers in 1940, but chose to play pro basketball for the Boston Celtics. He switched to baseball and went to the Dodgers. He only played one major league game with Brooklyn, in 1949. But he was well known to O'Malley from the close knit Dodger family at Vero Beach, the spring training site. Connors was traded to the Cubs and played 66 games in 1951. He switched to acting, but kept his ties with the Dodgers, especially after the team moved to Los Angeles in 1958. Connors invited O'Malley to appear on the show and O'Malley accepted. It's his only acting part other than a few talk show appearances. Connors repaid O'Malley the next year by serving as an intermediary in the sometimes angry contract talks between O'Malley and his dynamic pitching duo, Sandy Koufax and Don Drysdale.
