A banker and his daughter are kidnapped. The daughter's partner who happens to be a SEAL or something similar is tasked to rescue them. There are a few twists and turns on the way but it is not that exciting, with standard action and flat direction. Loren Avedon makes a dull hero and scenes of him looking soulful are comic more than moving. He is also supposed to be psychic but nothing is made of that.

It does however have Brion James as Bobby Rico who is watchably entertaining as the villain and Francesco Quinn as the CIA man helping Avedon and who is much more interesting. It would have been better to have him as the hero instead of Loren. Sidney S. Liufau gives a hilariously over the top performance as another villain.

And what was with the strange tank? That seemed to come from another film. All in all pretty average.
