Well Chris Carter has an interesting way of surprising you about a previous season. But once you watch the entire episode, it makes perfect sense. Mulder jumps into action as he seems to be closer to the truth than ever in this episode. I'm surprised the cigarette man (CGB) can still play such a good villain this season as he was already pretty old in the 90's, but he pulls it off well. Scully is now the believer here because of what happens in this episode while Mulder is somewhat skeptical, but his characteristic openness to the possibilities eventually takes over and off he goes in search of the truth, just like old times.
Overall, a good episode.
