When they cry in my honest opinion is the greatest anime of all time, however season 3 (Kira) is really not very good whatsoever. It kind of made me upset it was even made to begin with, after ending such a beautiful series adding these episodes was not needed at all, if I remember correctly there is only one episode I enjoyed, the rest were all such fan-service, which I am not a fan of.
These episodes are stupid, have nothing to do with the main plot of When they cry and make no sense, they taint When they cry's perfection a little in my opinion and should honestly be avoided.
