Just prior to the 22nd Century, the police are private, like auto insurance and cable TV. You only get help according to your coverage. If you have none, you are toast. The police work for different companies and offer different perks. They are also self centered and mega-arrogant in their dealings with everyday citizens. This is well-crafted but could use a bit more meat.
