Deep in the San Esteban jungle of eastern Venezuela, a small band of militia is attacked by an elite paramilitary force with only several survivors. But those survivors are those fingered by the oily President Reyes as the perpetrators of the terrorist attack that took the life of Jack's old buddy Senator Jimmy Morena.

Jack and his boss Jim Greer team up with Mike November, an intel agent formerly married (twice) to Ambassador Lisa Calabrese, a formidable woman. Marcus Bishop, a former SEAL, is recruited by a sleazy former SEAL, to work a top-secret commando op.

In this episode, Jack slowly learns the identity of Lina, who now claims to be Lee Klein. But he later learns that she is Harriet "Harry" Baumann, a former cohort of Max Schenkel. Harry knew that Max masterminded the terrorist attack in Caracas, yet said nothing. She is part of the elite German Kommando Spezialkräfte (KSK) that is part of the the BND.

Filiberto is being held as the principal eyewitness to the terrorist attack. Before he is apparently murdered in his holding cell, he fingers Matteo Batos, Reyes's right hand man whose arm was mangled by Filiberto's dog after Filiberto's family was murdered.

Dr. Jack accuses the President Reyes of being a liar about the true perps of the terrorist attack. As the confirmation of Reyes's daughter is being conducted, Jack is nearly drowned in his hotel bathtub. Jim gives chase, but his ticker gives out on him on the way, and the perp escapes.
