This is first of these roughly 200 recent made for TV Christmas / holiday movies that I have actually watched start to finish. It was O.K., but not great. As others have correctly pointed out the title is a bit of a cheat, although dogs do appear throughout the film.
I was impressed that unlike many other low budget TV movies that use Vancouver or Toronto to stand in for New York, at least two scenes early in the film were clearly actually done in Manhattan. One is near the City Hall Park Fountain, and another was a few blocks from there at lower Broadway in the financial district.
Also a slight SPOILER ALERT - there are two climactic scenes near the end that could have been quite dramatic, but instead of us seeing those scenes, they happen offscreen with two characters talking to each other summarizing what happened in each of them. That seemed like kind of a cheat to me.
