The only reason I can think of, why they would kill Donna off like that, is that the actress didn't sign a new contract and didn't want to continue on the show. Or something of the sort.
So the writers had to find a way to get rid of her. But instead of changing the story to make sense, like her dying in a fight, they decide to kill her by electicity AFTER they have already won? That's a joke, right?
