Review of Cruise Ship Killers

I watched the episode about the disappearance of Sarah Roberts. The show went on for an hour. In the last 10 minutes they decide to review the security footage. You would think this is something that would be done early in the show. The footage was inclusive. The investigators never charged anyone. No crime occurred. How the hell did they stretch this out for one hour?
