Here's Charles Mintz' cartoon factory in early operation. Before he got his contract with Columbia, he had one with RKO, and here Toby the Pup is at the circus, with its side show, its equestrian acts, and its savage lions. Dick Huemer, Sid Marcus and Art Davis are the named talents, and while they would produce some wonderful cartoons in their time, here they are confronted with a short budget. This forces simlpe character designs and a lot of looping. The result is watchable, but not terribly interesting.
