I gave this drama five stars because the the first 8 episodes revolving around the serial murders was really quite well done. There were numerous plot twists, smoke screens, red herrings and all these plot devices kept me guessing. It was well acted, and pacing was just right.
The second half of the drama is about police and gov't corruption. This second storyline was dismal compared to the first. There was no creativity in it. It was complex to the point of dragging down the pacing. The eerie atmosphere of the first half had dissipated, but the suspenseful plot twists that one would expect from a drama about corruption just could not hold up.
Korean dramas need to stop recycling the corruption plot line. It's over-used and too predictable now.
