The majority of the action involves a ruthless drug kingpin who has been killed in prison. His crime family, as well as his own, parade his body through the streets where he brought about the deaths of numerous people through his vocation. Because he was black, some victims still fawned over his body. Bobby Hill, on garbage duty because of a strike, dumps garbage all over the hearse. Another case involves J. D.'s efforts to get a private drug testing independent company to speed up their testing before a guy goes for arraignment. Another story involves an elderly man who tries to keep from losing his life and property to drug dealers and gang members.
