Much of the show centers around a man in a wheelchair who is keeping the squad from finding his brother. Several minority killings have taken place. But Sipowicz smells things out. Beyond that there is a threat to the precinct from the overzealous IAD guy. Andy and Connie are planning on marrying at the end of the day, but something happens that makes it interesting.
