I'm just guessing here, but if you look at why the series only went three seasons, you quickly find that Florida dropped some tax incentives, making the show too expensive to continue. Suppose the producers found out about that change after episode 31, when they were already building up the plot to leave some cliffhangers for the end of season 3. Then they say OMG, we've got to wrap this whole thing up in two episodes. It calls for some intentionally disorienting writing. I haven't seen the last episode, but I assume they manage to wrap up all but a few threads one way or another, so the viewers don't feel completely cheated. (And, as of this writing - September 2021 - the plans are in place to have a season 4)
