I don't understand Layton's role in the story, why is he in charge? No support of the tail without Josie, first class never liked him, and he doesn't offer ANY "cop" or detective vibes whatsoever, if anything he comes off as being really slow.
I kinda get what they're trying to portrait him as, as this moralist nice guy that leaves noone behind and rallies people behind him with all his 'kindness' and 'goodness', but this concept is just so juiced out at this point it makes you fall asleep, and he doesn't even do a very good job at playing that role.
